Contracts for services to USA consultants, companies, and institutions to benefit municipalities. Contracts are intended to provide financial management, municipal operations, policy development, and project management services to municipalities. Contracts will benefit municipalities in Connecticut.

Scope of Services:

The contractor will be considered “on-call,” meaning the time necessary to complete assigned tasks will vary on a weekly basis. Accordingly, the contractor’s duties shall include but are not limited to:

  1. Serves as the OPM representative to the municipality.
  2. Attends MARB meetings as scheduled.
  3. Monitors municipal compliance with MARB guidance and serves as a liaison to assist in the production of deliverables to follow the MARB prescribed path to financial solvency and sustainability.
  4. Monitors municipal compliance with sound fiscal management and State statutes governing municipal fiscal administration.
  5. Provides technical assistance, to assist the municipality in the following activities:
    1. Periodic interface and guidance supplied to senior management including, but not limited to, the Mayor, Finance Director, and Board of Education administration, coordinating MARB activities, requests and approvals. May also interface and coordinate with other departmental personnel and third-party vendors as instructed.
    2.  Analysis of financial reports including budgets, insurances, labor and pension contracts, official statements including debt schedules, audits, and other documents.
    3. Assists on special projects including working with, but not limited to, the Superintendent of Schools, other State agencies, third-party consultants and vendors such as human resources and payroll, legal counsel, insurance brokers, representatives of the State Partnership Plan, actuaries, and utilities.
    4. Develops and evaluates goals and objectives for the municipalities, interprets and administers pertinent laws, assists in procurements.
    5. Identifies, monitors and prepares reports on fiscal condition including timely communication with the MARB on emerging fiscal issues.
    6. Analyzes, recommends and drafts legislation, regulations, amendments to local municipal governance rules and practices, and policies where appropriate.
    7. Other related duties as assigned.

Term of Contract:

The contract period will be July 1, 2020 for a period of three years through June 30, 2023.

The State anticipates that the successful contractor will commence work on or about July 1, 2020 and continue until June 30, 2023. The contract may, upon mutual consent, be extended.

Additional Eligibility Criteria:

Eligible proposers will be those consultants, companies, and institutions that have a demonstrated track record in municipal government management including related education and work experiences to assist the municipality in the administration of municipal financial, operations, policy, and project management.

The following timeline, up to and including the deadline for submitting proposals, shall be changed only by an amendment to this RFP. Dates after the submittal deadline are target dates only.

- Monday, May 4, 2020: Contractor Selection/Contract Negotiations
- Wednesday, July 1, 2020: Start of Contract

Proposals must be received not later than the deadline. Late submissions will not be accepted. A hard copy as well as an electronic version of the proposal must be submitted.

Inquiry Procedures. All questions regarding this RFP and submission requirements must be directed, in writing, to the Official State Contact by 3 p.m. EST on Friday, April 3, 2020. Proposers are required to limit their contact regarding this RFP to the person(s) named herein. Written responses to all questions received will be posted to the Office of Policy and Management website and the DAS website by 3 p.m. EST on Thursday, April 9, 2020.

Meetings with Proposers. At its discretion, the State may convene meetings with proposers in order to gain a fuller understanding of the proposals. The meetings may involve demonstrations, interviews, presentations, or site visits. If the State decides meetings are warranted, the Official State Contact will contact proposers to make an appointment. Any such meetings are tentatively scheduled for the week of April 20, 2020.

Contractor Selection. It is the State’s intention to notify the successful proposer by Monday, May 4, 2020 and to initiate this engagement on or around July 1, 2020.
