Grants and loans of up to $15,000 to USA and territories nonprofit organizations, government agencies, farmers and farmers associations, and tribes to provide farmworkers with off-farm housing and related facilities. Applicants are required to complete required registrations and submit a pre-application prior to submitting a full proposal. This program provides affordable financing to develop housing for year-round and migrant or seasonal domestic farm laborers.

Housing may be constructed in urban or rural areas, as long as there is a demonstrated need. Funds may be used for construction, improvement, repair and purchase of housing for domestic farm laborers is the primary objective of this program.

Funds will be used to improve, repair, or make modifications to existing Off-FLH properties currently financed by the RHS that serve domestic farm laborers, retired domestic farm laborers, or disabled domestic farm laborers. To focus investments in areas where the need for increased prosperity is greatest, the RHS will set aside 10 percent of the available funds for applications that will serve persistent poverty counties.

Funding may also be available for related activities including:

  • Buying and improve land
  • Purchasing household furnishings
  • Paying construction loan interest

Estimated Size of Grant:

Award may not exceed $15,000 per unit (total loan and grant). There is no minimum award.

Additional Eligibility Criteria:

This program assists qualified applicants that cannot obtain commercial credit on terms that will allow them to charge rents that are affordable to low-income tenants. Borrowers must have sufficient qualifications and experience to develop and operate the project.

Qualified applicants include:
- Farmers, associations of farmers and family farm corporations
- Associations of farmworkers and nonprofit organizations*
- Most State and local governmental entities*
- Federally-recognized Tribes*

Restrictions:
- Funding for New Construction is currently not available.
- Applications that propose the use of Low-Income Housing Tax Credits (LIHTC), will not be considered and are not eligible under this Notice.
- On-Farm Labor Housing projects are not eligible under this Notice.
- Any Off-FLH property that currently has an RHS approved Diminished Needs Waiver (DNW) or is in the process of applying for a DNW, is not eligible under this Notice

Funding for New Construction - Third Round is open. Pre-Applications due by July 15, 2022 12:00 P.M. ET and final applications must be submitted by November 1, 2022, 12:00 P.M. ET.

The application process will be in two phases: The initial pre-application and the submission of a final application. Only those pre-applications that are selected for further processing will be invited to submit a final application.

A Dun and Bradstreet Data Universal Numbering System (DUNS) number must be obtained and registered in the System for Award Management (SAM) prior to submitting an application.
